The first step to obtaining Green Proto-Drake is to hit Revered reputation with the Oracles, a faction in Sholazar Basin. You will complete a quest that will align you with them and unlock daily quests. From then, you will have to grind dailies until you hit Revered. It will take around a week.

Once you hit the required Revered rep, you will be able to buy a Mysterious Egg. You are only able to have one at a time. In six days, the egg will hatch, and one of the things that could drop from it is the Green Proto-Drake. It only has 2% chance to drop from the egg, and it takes roughly a week for an attempt.

Once you have access to the eggs, it only comes down to your luck. Some people have received the Drake from their second or third eggs, while some have tried for the better part of a year.
