To get the weapon, you need 1 Exotic Cipher and 100,000 Glimmer from the Monument. No Cipher? You have to finish Xur’s Xenology quest –-that’s multiple Vanguard, Crucible, or Gambit runs. The Glimmer farm takes time too.
