You can get the Bastion Exotic Fusion Rifle by purchasing it from the Monument to Lost Lights in the Tower. It is located between the two Vault kiosks and requires the following materials:

• 1 Exotic Cipher
• 100,000 Glimmer
• 1 Ascendant Shard
