The only way to obtain the Exotic Cipher is to complete the weekly Xenology Quest, from Xur vendor. The condition for completing this quest is 21 matches in one of the three main activities: Crucible, Gambit or Nifghtfall. It is also worth mentioning that this vendor appears every weekend, starting on Friday (1:00 pm ET) and ending on Tuesday at the same time. You can take only one quest per week and complete it at any time, even if the vendor is no longer available.
