The Still Hunt Catalyst was added in the Monument of Triumph update. To unlock it, you first need to own Still Hunt. The Catalyst itself does not drop from a single activity. According to the in-game Collections tab, it is found in Vanguard Ops, Gambit, and Crucible. This means you need to run Strikes, Gambit matches, and Crucible games until the Catalyst drops. There is no guaranteed way to get it faster you can get it in first on the thousandth run.
