You can bear only one Prime Evil Splinter at a time. The active Splinter gives you its Iconic Power and changes specific War Plan nodes tied to that Prime Evil. Each reputation track contains eight activity modifiers and six upgrades for its Iconic Power.

Baal’s Splinter of Destruction is the strongest starting choice if your goal is to reach level 70 through The Undercity. The reason is the interaction with the Undercity War Plan, especially Jade Epiphany.
The Undercity becomes relevant from level 25. During the setup phase, clear the required Undercity activity progress as quickly as possible so you can reach Jade Epiphany. Once the node is active, Attunement ranks begin producing Experience Orbs.
With the Splinter of Destruction modifier active at the required rank, Jade Epiphany gives 50% more Experience Orbs and adds another +1 Monster Power. That directly improves the part of the Undercity route responsible for much of its leveling value.
The important part is collecting the Experience Orbs. They appear as you raise Attunement during the run, so rushing the boss without building Attunement stops making sense after Jade Epiphany is unlocked. At that point, fill the bar and collect the globes before finishing the run.

The three powers are not identical, but several upgrades follow the same template. At Rank 6, each path can generate 50 Primary Resource when its Prime Evil power triggers. There are also no competing branches where taking one power upgrade permanently blocks another. As the reputation track advances, the upgrades become available. For most characters, the more important question is which War Plan activities the active Splinter improves.

How to Change Your Prime Evil Splinter
Your initial Splinter choice is not permanent. To move to another Prime Evil reputation track, acquire another Splinter from the largest Waking Nightmares and change the Splinter you wield.
The largest Waking Nightmares are multi-level Capstone-style dungeons based on past Diablo encounters. You meet them during the seasonal questline, then can replay them on Torment difficulties. They are also the system Blizzard uses to let players obtain another Prime Evil Splinter later.
This is why choosing Destruction first is relatively safe. You can use its Undercity bonuses during the part of the season where they matter most, then earn another Splinter and move to Hatred when your progression changes.
