A practical current-beta leveling order is Weapon DPS > Expertise and Hit when available > Critical Strike > Strength > Intellect > Agility > Mana per 5 seconds. This is a leveling priority, not a finished raid stat weight. A large weapon upgrade normally matters more than a small gain on several armor pieces. Hit and Expertise prevent a slow, valuable swing from missing, while Critical Strike activates Flurry later and helps connect spell criticals to Elemental Devastation.
Strength remains direct melee power. Intellect becomes unusually valuable after Mental Dexterity because it supplies Mana and Attack Power, then gains spell damage and healing value from Mental Quickness. This is why mixed melee-caster gear may become useful and why spellhance is a real theorycraft topic. Do not assume every Intellect item beats a strong physical piece, and do not sacrifice a major weapon upgrade to force the hybrid label.

Dual wield remains a community question, not a safe gearing plan. Once Windfury Weapon becomes available, a slow weapon gives its extra attacks more weapon damage to copy, although the exact best speed and proc behavior still need higher-level testing.
Spellhance is the community name for leaning into the Intellect conversions, Elemental Devastation, Shocks, Fire Nova, and Maelstrom Lightning Bolts without leaving melee. The concept is supported by the talent tree, but the final balance between Strength, Intellect, and spell stats is not settled. One rule already matters: a hard-cast Lightning Bolt in melee can reset or delay the auto-attack swing. Use it as the pull, during forced range, or at five Maelstrom stacks. Do not clip a slow two-handed swing for an ordinary cast.
