Its strength is not one fixed rotation, but choosing the right heal or totem before incoming damage becomes dangerous.
WoW Forever gives Restoration a clearer sustain and group-healing identity than original Classic. Mindfulness allows part of normal Mana regeneration to continue while casting, Water Shield rewards healing critical strikes and pressure on the Shaman, Healing Way no longer needs a stacking setup, and Riptide later adds instant healing plus direct Chain Heal synergy. Restoration Shaman Leveling Build
The current beta cap is level 20, which gives a normal character 11 talent points. This 0/0/11 starter build takes Improved Healing Wave 5/5, Mindfulness 3/3, Tidal Focus 2/5, and Water Shield 1/1. Spend levels 10 through 14 in Improved Healing Wave, levels 15 through 17 in Mindfulness, levels 18 and 19 in Tidal Focus, then take Water Shield at level 20 after the required ten Restoration points are already spent.
Improved Healing Wave cuts a full half second from Healing Wave at 5/5. Mindfulness keeps 50% of normal Mana regeneration active while casting. The two Tidal Focus points reduce healing Mana costs by 2%, and Water Shield adds a second sustain engine once the tree reaches the 10-point row. Totemic Focus is a reasonable flex direction for players who spend heavily on totems, but moving points before level 20 must still preserve a legal path to Water Shield.

This level 60 build is theorycraft until raid encounters and final tuning can be tested. The 43 Restoration points take Improved Healing Wave 5/5, Totemic Focus 5/5, Mindfulness 3/3, Tidal Focus 5/5, Ancestral Healing 3/3, Water Shield, Tidal Mastery 5/5, Restorative Totems 5/5, Mana Tide Totem, Healing Way 3/3, Nature’s Swiftness, Purification 5/5, and Riptide. The remaining eight points go into Thundering Strikes 3/5 and Ancestral Knowledge 5/5.
The build is designed around sustained group healing. Riptide supplies instant recovery and makes Chain Heal 25% more effective when Chain Heal is cast directly on that Riptide target. Healing Way gives Healing Wave a permanent 25% increase instead of requiring the old target-stacking setup. Mana Tide, Mindfulness, Water Shield, Tidal Focus, and Totemic Focus all attack different parts of the Mana problem. The opportunity cost is minimal defensive investment outside Restoration and no deeper Enhancement utility.

Restoration takes Improved Healing Wave 3/5, Totemic Focus 3/5, Mindfulness 3/3, Tidal Focus 5/5, Ancestral Healing 2/3, Healing Focus 3/3, Water Shield, Tidal Mastery 5/5, Mana Tide Totem, Healing Way 3/3, Nature’s Swiftness, Purification 5/5, and Riptide. Healing Focus is the main PvP change because it protects hard casts from pushback while pressure is on the healer.
The 15 Enhancement points add Earth’s Grasp 2/2, Ancestral Knowledge 5/5, Guardian Totems 2/2, Improved Ghost Wolf 2/2, Shamanistic Focus, and Anticipation 3/3. That package strengthens Earthbind and Grounding Totem utility, gives instant indoor Ghost Wolf, and adds dodge. The current public Shaman calculator does not yet provide three complete, view-ranked Restoration builds that are useful enough to publish as a Top 3. Deep Restoration is still rare in the saved public sample, while most visible Shaman experimentation is concentrated in Elemental and Enhancement. Forcing three Restoration rows would confuse popularity with evidence.

Best Race for Restoration Shaman in WoW Forever
Restoration has several useful racial packages rather than one proven universal winner. Dwarf brings a strong defensive button and a mace-based Critical Strike bonus. Troll offers a direct casting-speed cooldown. Windshaper Skyborne has passive Haste. Orc and Tauren trade some pure throughput for useful survival and control.

Best Professions for Restoration Shaman
Herbalism and Alchemy are the simplest self-supply pair for a healer because Mana, healing, and utility consumables stay useful while leveling and in group content. Mining and Engineering are attractive for PvP, where grenades, target dummies, and other gadgets can create time to reposition or heal. Skinning and Leatherworking are a practical leveling pair for players who want to craft their own Leather gear and later move into Mail-oriented recipes.
Restoration Shaman Stat Priority and Leveling Gear
At the current beta stage, treat Healing Power as the clearest dedicated healing stat, then value a useful Mana pool and sustain through Intellect, Spirit, and Mana per 5 seconds where those stats are available. Critical Strike becomes more interesting than it was for early Classic Restoration because healing crits can trigger Water Shield, Ancestral Healing rewards healing criticals, and Tidal Mastery later adds up to 5% healing Critical Strike chance.
This is a leveling and early theorycraft priority, not a finished raid weight. Mindfulness makes Spirit more useful while casting, but exact level 60 ratios need real encounter lengths, gear, and tuning. Shaman starts in Leather and can use a shield, then gains Mail at level 40. Prioritize the strongest healing and Mana package rather than forcing one weapon type, except that Dwarf players should account for Mace Specialization when two weapons are otherwise close.
Restoration Shaman Rotation in WoW Forever
Restoration uses an action priority rather than a rigid sequence. At level 20, Healing Wave is the efficient default direct heal, Lesser Healing Wave is the faster emergency option, and Healing Stream Totem covers steady group damage when its value justifies the Mana. Tremor Totem should be placed for encounters where fear is a real threat. Keep Water Shield active once talented.
Restoration Shaman Healing Priority
Use the heal or totem that solves the next damage event instead of repeating one fixed sequence.
At higher levels, Riptide changes target selection rather than replacing the rest of the kit. Its instant heal helps during movement, and Chain Heal is 25% more effective when cast directly on a target affected by Riptide. The current Forever wording does not say that Chain Heal consumes Riptide. For isolated tank damage, Healing Way makes Healing Wave stronger without first stacking a target-specific buff.

Best Legacy Perks for Restoration Shaman
For a character focused on reaching healing talents earlier, start through the Adventure branch with Well Rested and then Talented. Well Rested improves rested-experience generation and storage, while Talented moves the level at which class talent points begin. It does not raise the final level 60 class-talent budget above 51, so its value is earlier access rather than extra endgame power.
Thrill of Adventure is the main leveling alternative for outdoor play because qualifying kills restore Health and Mana over time. That recovery is not designed for dungeons, raids, or battlegrounds, so a dungeon-healing character gets less from it. The launch Legacy spend cap is 16 points per character, which means deep Adventure choices compete with profession and utility paths instead of all fitting into one build.
