Arms Warrior is a two-handed melee DPS spec built around weapon damage, Rage, and controlled burst. The current WoW Forever beta only lets players test the early part of the class, so this guide separates a playable starter build from level-60 community theorycraft. Best Arms Warrior Talent Builds in WoW Forever
There is no confirmed level-60 Arms meta yet. The useful approach right now is to keep three things separate: the build you can test now, a PvE-oriented community setup, and a PvP-oriented community setup. The embedded calculators below use the current Forever talent layout and let you inspect each talent directly.
Arms Warrior Leveling Build
Build status: Recommended Starter Build. At the current level-20 beta cap, spend the first 11 points in Fury: 5/5 Cruelty, 5/5 Unbridled Wrath, and 1/1 Piercing Howl. Cruelty gives immediate Critical Strike chance, Unbridled Wrath improves Rage generation with a two-handed weapon, and Piercing Howl gives you an escape tool for bad pulls. Deeper Arms talents become available later.
Choose any WoW Forever leveling range up to 60 and skip part of the questing and travel grind.

Build status: Community Build, Level 60 theorycraft. The 35/16/0 setup keeps most points in Arms and reaches Mortal Strike with 5/5 Bloodthrill, 5/5 Weaponmaster, and 2/2 Improved Slam. The Fury side adds Cruelty, Unbridled Wrath, cheaper Cleave, extra maximum Rage, and Raging Blows. In this build, Raging Blows is mainly useful for its Cleave cost reduction. The off-hand Whirlwind effect does not help a two-handed Arms setup.
This is a useful PvE direction to test, not a proven raid build. Level-60 bosses, full gear sets, and combat logs are not available yet.

Build status: Community Build, PvP-oriented Level 60 theorycraft. The 31/20/0 setup keeps Mortal Strike and Weaponmaster, then adds Spearing Strike and Improved Hamstring in Arms. Fury adds Iron Will, Piercing Howl, Blood Craze, Boundless Rage, and Enrage. The result leans into slows, root pressure, shorter Stun and Fear duration, larger Rage reserves, and healing reduction.
It is a sensible PvP starting point, but the final split still needs battleground testing and level-60 balance data.

Human becomes more attractive when you use a strong sword, while Dwarf has the same type of weapon synergy with maces. Orc combines Axe Specialization with Blood Fury and shorter Stuns. Gnome is a strong PvP pick because Escape Artist gives brief immunity to Roots and Snares. Undead keeps Will of the Forsaken for Charm, Fear, and Sleep, but Forever removes the old immunity window after the break.

Arms Warrior Stat Priority in WoW Forever
For the current leveling beta, use Weapon Damage > Hit Chance > Critical Chance > Strength > Agility > Stamina as a practical starting order.
Weapon Damage comes first because a stronger two-handed weapon improves your auto-attacks and many abilities at the same time. Hit is valuable because a missed swing deals no damage and does not give you the Rage you expected. Treat this as a leveling priority, not a final level-60 raid stat weight.
What Gear Should Arms Warrior Use in WoW Forever?
Prioritize a strong two-handed weapon and keep the matching weapon skill trained. A large weapon upgrade can be worth more than several small armor upgrades. Keep a one-handed weapon and shield in your bags for Shield Bash, defensive swaps, or emergency tanking.
Do not copy a fixed Classic Pre-BiS list. Forever reworks dungeon loot, combines the old melee, ranged, and spell Hit and Critical Strike stats, and adds more situational item effects. Compare the item in front of you with your current weapon, stats, and content instead of judging it by rarity alone.

Best Legacy Talents for Arms Warrior
For leveling, Well Rested is an easy first look because it improves rested experience. Talented moves talent-point access earlier during the journey. Mining users can consider Bountiful Harvest, PvP players can use For Great Honor, and Reagent Economy removes routine vendor-reagent requirements from class abilities. At launch, each character can spend up to 16 Legacy Points, while earned points are shared across your account.
What Changed for Arms Warrior in WoW Forever?
Forever keeps the two-handed Arms identity but changes the middle and lower parts of the talent tree. Weapon choice is handled through a new flexible talent, Rend can now feed Overpower procs, Slam has a cleaner interaction with your swing timer, and the tree gains a new 16-point milestone.
