Fury Warrior is a melee DPS spec built around fast weapon attacks, Rage generation, and sustained physical damage. The current WoW Forever beta only covers the early part of the class, while deeper Fury tools such as Death Wish, Flurry, and Bloodthirst remain level-60 theorycraft. This guide separates the starter build you can use now from PvE and PvP setups players are preparing for later.

Best Fury Warrior Talent Builds in WoW Forever
There is no confirmed level-60 Fury meta yet. The current beta can test the first 11 talent points, while complete PvE and PvP trees are still theorycraft. The embedded calculators below separate those stages so a future level-60 setup is not presented as proven beta gameplay.
Fury Warrior Leveling Build
Build status: Recommended Starter Build. At the current level-20 beta cap, use 5/5 Cruelty, 5/5 Unbridled Wrath, and 1/1 Piercing Howl for a 0/11/0 split. Cruelty gives immediate Critical Strike chance, Unbridled Wrath improves Rage generation, and Piercing Howl gives you an area slow when a pull gets out of control.
This opening is shared with the current Arms leveling path. Fury starts to develop its own identity later as dual-wield talents, Death Wish, Flurry, and Bloodthirst become available.
Choose any WoW Forever leveling range up to 60 and skip part of the questing and travel grind.

Build status: Theorycraft Build, Level 60. This 15/36/0 setup goes deep enough into Fury for Bloodthirst while keeping 15 Arms points for Improved Heroic Strike, Improved Tactical Mastery, Anger Management, and Deep Wounds. The Fury side takes the full dual-wield package with Boundless Rage, Dual Wield Specialization, Raging Blows, Precision, Death Wish, Flurry, and Bloodthirst.
The build is designed around sustained dual-wield damage and better Rage flow. Precision supplies Hit directly from the talent tree, while Raging Blows gives Whirlwind an off-hand strike and lowers the cost of Cleave. This is a level-60 theorycraft setup and still needs raid and dungeon testing after the beta cap rises.

Build status: Theorycraft Build, PvP-oriented Level 60. The 12/39/0 setup gives up some PvE-focused points for Piercing Howl, Blood Craze, Improved Intercept, and Improved Berserker Rage. Death Wish provides a damage window and Fear immunity, while Bloodthirst adds movement speed that can help Fury stay on a moving target.
The main trade-off is simple: Fury does not have Mortal Strike’s healing reduction. Its PvP value will depend on mobility, sustained pressure, team composition, and how the final level-60 balance develops.

There is no universal best Fury Warrior race in Forever. Offensive racials are closer in overall power than they were in original Classic, while weapon choice and PvP utility can change which race has the most value for your character.

Human gains extra Critical Strike chance while using swords, while Orc gets similar weapon synergy with axes plus Blood Fury and shorter Stuns. Troll adds an attack-speed cooldown and in-combat regeneration. Gnome is especially interesting for PvP Fury because Escape Artist helps against Roots and Snares, while Eureka and Expansive Mind also interact with Rage. Undead remains useful against Charm, Fear, and Sleep through Will of the Forsaken.

Blacksmithing gains another use in Forever through Camps. Its Sharpening Wheel increases Attack Power for players resting at the campsite. Engineering remains the more PvP-oriented option because of its combat utility, but the full launch recipe pool still needs to be tested.
Fury Warrior Stat Priority in WoW Forever
For the current leveling beta, use Weapon Damage > Hit Chance > Critical Chance > Strength > Agility > Stamina as a practical starting order.
Hit is especially useful to Fury because a missed weapon attack deals no damage and also hurts Rage generation. Deeper in the Fury tree, Precision can add up to 3% general Hit, while Dual Wield Specialization adds Hit specifically to off-hand attacks. A final level-60 raid Hit target has not been established from live Forever testing, so do not import the old Classic raid cap as a confirmed Forever number.
What Gear Should Fury Warrior Use in WoW Forever?
Weapon upgrades come first. Before level 20, Warriors cannot dual wield, so use your strongest two-handed weapon. At level 20 you can equip two one-handed weapons, but during leveling you should still compare the actual weapons you own instead of forcing dual wield when your two-hander is much stronger.
At deeper Fury investment, dual wield becomes more important. Dual Wield Specialization improves off-hand damage, Rage generation, and off-hand Hit, while Raging Blows lets Whirlwind strike with the off-hand too. Keep a one-handed weapon and shield available for defensive swaps and Shield Bash when needed.
There is no reliable Pre-BiS list yet. Blizzard has reworked dungeon drops and item stats, while new situational effects make some items better for particular enemies or activities. Compare the drop against your current setup instead of judging it by rarity alone.
Fury Warrior Rotation and Ability Priority
The current level-20 beta cannot establish Fury’s final Bloodthirst and Whirlwind priority. For now, the useful part is the early combat loop shared by a leveling Warrior: protect your Rage economy, avoid unnecessary pulls, and spend resources only when the target will live long enough for the ability to matter.

Best Legacy Talents for Fury Warrior
For leveling, Well Rested and Talented are the first Legacy perks to check. Well Rested improves rested experience, while Talented moves access to talent points earlier without increasing the 51-point maximum. Mining users can consider Bountiful Harvest, PvP-focused Warriors can use For Great Honor, and Reagent Economy can remove routine reagent requirements from class abilities.
Each character can spend up to 16 Legacy Points at launch, while earned points are shared across your account. That makes the best path dependent on what you want this Fury Warrior to do.
What Changed for Fury Warrior in WoW Forever?
Forever pushes Fury further toward dual-wield combat and gives the spec more control over two of its old problems: Rage storage and Hit. New talents increase the maximum Rage pool, improve Whirlwind and Cleave, and place general Hit directly inside the Fury tree. Dual Wield Specialization also has a larger role than its original Classic version.
