Combat Rogue is a melee DPS spec built around weapon damage, fast Combo Point generation, Slice and Dice, and recurring burst cooldowns. WoW Forever keeps the familiar Combat core but adds Hack and Slash and Restless Blades, giving weapon choice and finisher timing much more impact. The current beta supports a strong early leveling setup, while complete PvE and PvP builds remain level-60 theorycraft.

Best Combat Rogue Talent Builds in WoW Forever
Combat already works well at the current level-20 cap because its early talents improve abilities Rogue uses from the start. Deeper builds add Blade Flurry, Hack and Slash, Weapon Expertise, Restless Blades, and Adrenaline Rush. That turns a simple leveling setup into a sustained melee build with recurring burst windows.
Combat Rogue Leveling Build
Build status: Recommended Starter Build. At the current level-20 beta cap, use 0/11/0 with 3/3 Improved Eviscerate, 2/2 Improved Sinister Strike, 3/3 Precision, and 3/3 Puncturing Wounds.
Improved Sinister Strike reduces the Energy cost of your most reliable builder, while Improved Eviscerate improves the finisher used on short leveling fights. Precision adds Hit to all attacks and Poisons. Puncturing Wounds improves Backstab Crit and can generate an extra Combo Point, giving you more value from the Energy you spend.
If you prefer a safer solo setup, 3/3 Deflection can replace Puncturing Wounds. Current beta guides are already testing both approaches: one favors faster damage, while the other adds Parry before Riposte becomes available later.
Choose any WoW Forever leveling range up to 60 and skip part of the questing and travel grind.

Build status: Community Build, Level 60 theorycraft. The current 18/33/0 direction takes the full Combat package while using Assassination for Crit, Combo Point efficiency, and stronger Sinister Strike damage.
Combat takes Improved Eviscerate, Improved Sinister Strike, Precision, Restless Blades, Dual Wield Specialization, Blade Flurry, Hack and Slash, Weapon Expertise, Aggression, and Adrenaline Rush. Assassination adds Malice, Ruthlessness, Murder, Improved Slice and Dice, Relentless Strikes, and Lethality.
The build focuses on sustained weapon damage. Keep Slice and Dice active, build with Sinister Strike, use Eviscerate when Slice and Dice does not need refreshing, and activate Blade Flurry and Adrenaline Rush during strong damage windows. Restless Blades then helps shorten those cooldowns as you spend Combo Points.

This version takes Riposte, Improved Sprint, Improved Kick, Endurance, Restless Blades, Blade Flurry, Hack and Slash, Weapon Expertise, and Adrenaline Rush. Assassination contributes Improved Gouge, Malice, Ruthlessness, Relentless Strikes, and Lethality.
Combat PvP is less dependent on one short burst window than Assassination. It can stay on a target longer, disarm melee opponents through Riposte, break movement effects with Improved Sprint, silence casters through Improved Kick, and pressure two nearby players with Blade Flurry.

Best Race for Combat Rogue in WoW Forever
Combat can make good use of several Forever racial packages. Human and Gnome are strong Alliance choices, while Orc, Troll, and Undead each cover a different Horde goal.

Human is especially interesting for a sword-focused Combat build because its Forever Sword Specialization adds Critical Strike value. Gnome is excellent when roots and slows are the bigger problem. On Horde, Troll has strong leveling sustain and attack-speed utility, while Orc remains the safer PvP-oriented choice.

First Aid remains important for Rogue. Combat has no normal self-healing ability, so bandages reduce downtime and can also be used after control effects such as Gouge or Blind when the situation allows it.
Combat Rogue Stat Priority in WoW Forever
For the current level-20 beta, use Weapon Damage > Hit Chance > Agility > Critical Strike > Strength > Stamina as the practical starting priority.
Weapon Damage is especially important because both your abilities and auto-attacks benefit from stronger weapons. Hit reduces wasted swings and abilities, while Agility supplies Attack Power and Critical Strike value.
At level 60, current theorycraft puts Hit first, followed by useful weapon bonuses, Agility, Attack Power, Strength, and Crit. Exact raid caps still need real Forever boss testing before they should be presented as fixed numbers.
What Gear Should Combat Rogue Use in WoW Forever?
Combat should prioritize weapon upgrades before almost anything else. Dual wielding increases the importance of both weapon slots, but your main-hand weapon has the biggest impact on abilities such as Sinister Strike.
Hack and Slash means Combat is not locked to a single weapon family. Swords and axes can trigger extra attacks, daggers and fist weapons gain Critical Strike chance, and maces ignore part of the target’s Armor. Current PvE theorycraft favors swords, but a stronger weapon from another family can still be worth using while leveling or gearing.
There is no reliable Forever Pre-BiS list yet. Dungeon loot, raid drops, set bonuses, and weapon availability are still being discovered, so old Classic Combat Rogue lists should not be copied directly.
Combat Rogue Rotation and Ability Priority
Combat has a simple early loop that scales naturally into its endgame rotation. Energy management matters more than memorizing a long sequence of buttons. You want to keep spending Energy without sitting capped, build Combo Points efficiently, and choose the finisher that gives the most value for the remaining lifetime of the target.
How Combat Rogue Combat Works
Use this as the current beta starter loop. Deeper builds add Blade Flurry, Adrenaline Rush, Hack and Slash, and Restless Blades without replacing the basic Combo Point structure.
At level 60, keep Slice and Dice active, build with Sinister Strike, and spend excess Combo Points on Eviscerate. Blade Flurry becomes much stronger whenever a second target is available, while Adrenaline Rush creates your main Energy burst window.
How Hack and Slash and Restless Blades Change Combat Rogue
Hack and Slash turns weapon type into an actual Combat build decision. At five points, swords and axes gain a 5% chance to trigger an extra attack, daggers and fist weapons gain 5% Critical Strike chance, and maces allow attacks to ignore 15% of the target’s Armor.
This is more flexible than the old sword-only identity. Current PvE theorycraft still favors swords because extra swings work naturally with Slice and Dice, Blade Flurry, auto-attacks, and poison applications, but another weapon family can become competitive if Forever itemization provides a significantly stronger drop.
Restless Blades changes what happens after you spend Combo Points. Damaging finishing moves reduce the remaining cooldown of Adrenaline Rush, Blade Flurry, Evasion, Sprint, and Vanish by two seconds for each Combo Point spent. A five-point damaging finisher therefore removes ten seconds from each affected cooldown.
That gives Combat a loop that did not exist in original Classic. You build Combo Points to deal damage, spend them on finishers, and those finishers help return the cooldowns that generate your next strong damage or utility window.
Best Legacy Talents for Combat Rogue
Well Rested and Talented remain useful general leveling choices. Well Rested increases the value of rested experience, while Talented moves access to talent points earlier without changing the final talent-point limit.
Thrill of Adventure fits solo Rogue leveling because reducing recovery time between kills matters on a class without normal self-healing. Bountiful Harvest supports Skinning or Mining, while For Great Honor is useful for a Combat Rogue focused on battlegrounds.
What Changed for Combat Rogue in WoW Forever?
Forever keeps Combat recognizable but changes several parts of the tree. Hack and Slash replaces the narrow old weapon-specialization approach with different bonuses for swords, axes, daggers, fist weapons, and maces. Restless Blades adds a new cooldown-reduction loop tied directly to damaging finishers.
Precision now increases Hit for all attacks and Poisons. Weapon Expertise reduces the chance for attacks to be Dodged or Parried. Blade Flurry still provides attack speed and two-target pressure, while Adrenaline Rush remains the major Energy regeneration cooldown.
Rogue also gets an important class-wide quality-of-life change: Combo Points persist on their original target when you switch targets. They only stop being usable there once you begin generating Combo Points on another enemy. This makes interrupts, target swaps, and dungeon pulls much less punishing.
