Rogue receives several important changes in WoW Forever. Assassination develops a much stronger Poison identity through Mutilate and Venom, Combat gains unified weapon specialization through Hack and Slash, and Subtlety receives a new Rupture-focused damage loop through Hemorrhage and Thousand Cuts. Rogues can also use one-handed axes, while Combo Points are less punishing during target swaps than they were in original Classic.
We prepared current Leveling, PvE, and PvP presets for every Rogue specialization using the latest builds from our WoW Forever Assassination, Combat, and Subtlety Rogue guides. Leveling presets reflect the current level-20 beta starter builds, while PvE and PvP presets remain level-60 theorycraft until the full endgame environment can be tested.

Rogue Talent and Build-Planning Changes in WoW Forever
WoW Forever keeps the familiar Rogue foundation of Energy, Combo Points, Stealth, Poisons, finishers, and weapon-based melee damage, but several class systems are less restrictive than they were in original Classic. The three talent trees also receive much clearer identities at their deeper breakpoints.
One of the most useful class-wide changes is how Combo Points behave during target swaps. Switching to another target no longer immediately removes the Combo Points stored on the first enemy. Those points remain available on their original target until the Rogue starts generating Combo Points on a different enemy.
This makes practical Rogue gameplay less punishing. You can temporarily switch targets to Kick, control, or react to another enemy and then return to the original target without automatically losing the finisher you were preparing.
Rogue also gains access to one-handed axes. That weapon addition becomes particularly relevant in Combat because Hack and Slash groups axes with swords and gives the two weapon families the same extra-attack mechanic.
How Energy and Combo Point Flow Affects Rogue Talent Builds
Every Rogue tree still works through the same fundamental resource cycle: spend Energy on builders, generate Combo Points, then convert those points into a finisher. What changes between the trees is how each specialization makes that cycle more efficient.
Assassination can generate Combo Points rapidly through Mutilate, Ruthlessness, and Seal Fate while using Relentless Strikes to recover Energy after finishers. Combat uses cheaper or more efficient builders and, in our current guide data, ties damaging finishers to faster cooldown recovery through Restless Blades. Subtlety can begin encounters with extra Combo Points through Premeditation and later turns Rupture ticks into cheaper builders through Thousand Cuts.
That means a valid 51-point allocation is only the first part of planning a Rogue build. The more important question is whether its Energy generation, Combo Point generation, and finisher frequency actually support the abilities around which the build is designed.
WoW Forever Assassination Rogue Talents
The Assassination Rogue talent tree develops around Poisons, critical strikes, fast Combo Point generation, and powerful finishers. WoW Forever gives the tree a much clearer endgame identity through Mutilate and Venom instead of relying only on generic Crit and finisher support.
The current level-20 starter build remains much simpler. Its 11 points go into Malice, Ruthlessness, Remorseless Attacks, and Relentless Strikes because the deeper Poison and Mutilate package is not yet reachable at the current beta cap.
Mutilate Rewards Keeping the Target Poisoned
Mutilate is one of the defining new Assassination abilities. At its current rank it costs 60 Energy, attacks with both weapons, generates two Combo Points, and deals 20% increased damage against Poisoned targets.
That final condition makes Poison uptime part of the Mutilate damage engine rather than only additional passive damage. A target that has not yet been Poisoned does not provide the same value from the ability.
Mutilate also requires both a main-hand and an off-hand weapon. The current Assassination direction strongly favors dual daggers because the surrounding talent package also values Backstab, critical strikes, and dagger-oriented Combat support such as Puncturing Wounds.
Puncturing Wounds Supports Both Backstab and Mutilate
Puncturing Wounds is located in Combat, but it has direct value for Assassination hybrids. At maximum rank it increases Backstab’s critical-strike chance by 30% and Mutilate’s by 15%, while Backstab can also generate an additional Combo Point.
This is a good example of why the calculator should be used across all three trees rather than treating the primary specialization as self-contained. An Assassination Rogue can spend only part of its budget in Combat and still improve a signature Assassination attack.
Venom Turns Combo Points into a Poison Window
Venom is the deep Assassination capstone and a new finishing move. It increases Poison damage by 30% and Poison application chance by 10%.
Its duration scales with the number of Combo Points spent: 9 seconds at one point, then 12, 15, 18, and finally 21 seconds at five Combo Points. The Rogue therefore has to decide when spending a full five-point Venom is worth delaying another finisher.
The current PvE theorycraft combines Venom with Mutilate, Seal Fate, Improved Poisons, and Vile Poisons. Mutilate generates Combo Points quickly, Poisoned targets improve Mutilate itself, and Venom then temporarily increases the value of the entire Poison package.
Improved Kidney Shot Creates a Group Damage Window
Improved Kidney Shot is particularly important in PvP-oriented Assassination builds. At maximum rank, a target affected by the Rogue’s Kidney Shot takes increased damage from all sources during the stun.
That turns Kidney Shot from pure control into an offensive window for the Rogue and allies. The current Assassination PvP preset therefore combines the talent with Cold Blood, Mutilate, Seal Fate, and Combat utility rather than building only around maximum Poison uptime.
WoW Forever Combat Rogue Talents
The Combat Rogue talent tree remains the most direct sustained weapon-damage tree. It improves reliable builders, Hit, dual wielding, cleave, weapon specialization, and major Energy cooldowns while giving the Rogue more reasons to care about which weapon family is equipped.
The current level-20 Combat starter is already very functional with Improved Sinister Strike, Improved Eviscerate, Precision, and Puncturing Wounds. Those talents improve buttons the Rogue uses immediately instead of waiting for a deeper mechanic to become available.
Hack and Slash Replaces Narrow Weapon Specializations
Hack and Slash provides a different maximum-rank bonus depending on the Rogue’s equipped weapon family.
Axe and Sword melee attacks have a 5% chance to trigger an additional attack. Dagger and Fist weapons gain 5% critical-strike chance. Mace attacks ignore 15% of the target’s armor.
This makes weapon upgrades easier to evaluate than an old build containing a permanently chosen Sword, Dagger, or Mace specialization. The same five talent points remain useful when the weapon changes, but the benefit changes with it.
The addition of one-handed axes matters here as well. An axe upgrade can now participate in the same extra-attack branch of Hack and Slash as a sword instead of being unusable by the class.
Blade Flurry Gives Combat a Dedicated Two-Target Window
Blade Flurry increases melee attack speed by 20% and causes melee attacks to strike an additional nearby opponent for 15 seconds.
That gives Combat a clear advantage when two enemies can be kept together. It also means positioning matters: activating Blade Flurry when the second target is outside melee range wastes a large part of the cooldown’s value.
Finishers Can Influence Combat’s Cooldown Cycle
Our current Combat Rogue guide and preset data use Restless Blades as part of the deeper Combat package. Damaging finishers reduce the remaining cooldown of Adrenaline Rush, Blade Flurry, Evasion, Sprint, and Vanish by two seconds per Combo Point spent.
The mechanic changes how finishers should be evaluated. A five-point damaging finisher does not only deal more damage than a low-point version; it can also remove ten seconds from several important cooldowns at once.
This creates a feedback loop: generate Combo Points → spend a damaging finisher → shorten major cooldowns → use those cooldowns more often. Faster Combo Point generation therefore has indirect value beyond the finisher itself.
Adrenaline Rush Is the Deep Combat Capstone
Adrenaline Rush increases Energy regeneration by 100% for 15 seconds. It is the deep Combat capstone and requires a minimum 31-point investment in the tree.
The value of the cooldown is not simply “more Energy.” The Rogue needs enough useful global actions to convert that faster regeneration into Sinister Strikes, finishers, interrupts, and other abilities without sitting at maximum Energy.
When Restless Blades is present in the guide dataset, frequent damaging finishers can also bring Adrenaline Rush back sooner, making Combo Point efficiency and cooldown frequency parts of the same Combat system.
WoW Forever Subtlety Rogue Talents
The Subtlety Rogue talent tree keeps its classic identity around Stealth, openers, mobility, control, Vanish, and Preparation, but WoW Forever also gives it a dedicated PvE damage loop based on Hemorrhage, Rupture, and Thousand Cuts.
The current level-20 starter does not yet have access to that complete bleed package. Instead, it uses Camouflage, Opportunity, Setup, Improved Ambush, and Ghostly Strike to improve Stealth movement, openers, and early dagger gameplay.
Premeditation Front-Loads Combo Points
Premeditation adds two Combo Points to the target without breaking Stealth. Those points must be added to or consumed within 20 seconds or they are lost.
The talent allows Subtlety to enter combat with part of a finisher already prepared. Combined with an opener that generates additional Combo Points, this reduces the time needed to reach Slice and Dice, Rupture, Kidney Shot, or another finisher.
Hemorrhage Is Now a Rupture Setup Tool
Hemorrhage costs 35 Energy, deals 100% weapon damage or 145% weapon damage with a dagger, generates one Combo Point, and causes the target to take 15% increased Rupture damage from that Rogue for 15 seconds.
This is a major change from the old Classic version of Hemorrhage. The important debuff is no longer a pool of generic increased Physical damage charges for the group. In Forever, Hemorrhage specifically prepares the target for the Rogue’s own Rupture.
Daggers also receive substantially better direct Hemorrhage damage, which is why the new Subtlety PvE package should not be evaluated as weapon-neutral.
Thousand Cuts Turns Rupture into Energy Efficiency
Thousand Cuts is the deep Subtlety capstone. Each time Rupture deals periodic damage, the Energy cost of the next Hemorrhage or Backstab within 10 seconds is reduced by 3.
The reduction can stack up to five times, producing as much as 15 Energy of cost reduction. This creates a complete resource loop: Hemorrhage buffs Rupture → Rupture ticks activate Thousand Cuts → Thousand Cuts makes the next Hemorrhage or Backstab cheaper.
That loop is one of the most important unique entities on the Forever Rogue tree because it attempts to give Subtlety a sustained PvE rotation rather than leaving the specialization almost entirely dependent on openers and PvP control.
Quietus Adds an Execute Phase
Quietus increases the damage of Sinister Strike, Ghostly Strike, and Hemorrhage against targets below 35% health, reaching a 10% increase at maximum rank.
Subtlety therefore gains an execute-style damage phase without receiving a separate execute ability. Existing builders simply become stronger as the enemy moves below the health threshold.
Cutthroat Can Bring Ambush Back into an Ongoing Fight
Cutthroat gives Backstab a chance to make the next Ambush within 10 seconds usable without requiring Stealth. At maximum rank, that proc chance reaches 15%.
This creates another bridge between Subtlety’s traditional opener identity and sustained combat. Ambush is no longer necessarily relevant only during the initial Stealth opener or after a Vanish reset.
Preparation Doubles Down on Rogue Utility
Preparation immediately finishes the cooldown on the Rogue’s other abilities. Its broad current Forever wording makes it one of the strongest reasons deep Subtlety remains attractive for control-heavy PvP builds.
The value depends on which important cooldowns have already been used. Activating Preparation before Vanish, Sprint, Evasion, or other relevant abilities have been committed wastes much of the reset potential.
Rogue Talent Point Breakpoints That Matter
Rogue has a particularly clean set of talent breakpoints. Three defining mid-tree abilities sit at the 21-point stage, while each specialization finishes with a 31-point capstone.
Mutilate requires a minimum 21-point Assassination commitment, Blade Flurry requires 21 Combat points, and Hemorrhage requires 21 Subtlety points.
The final capstones are Venom for Assassination, Adrenaline Rush for Combat, and Thousand Cuts for Subtlety. Each requires at least 31 total points in its own tree.
Why 31 + 21 Is the Rogue Hybrid Limit
At level 60, the Rogue has 51 talent points. A 31-point capstone leaves exactly 20 points outside the primary tree.
For example, Venom and Blade Flurry cannot exist in the same normal level-60 build. Venom requires at least 31 Assassination points and Blade Flurry requires 21 Combat points. 31 + 21 = 52.
The same rule applies across the other trees. An Adrenaline Rush build cannot also reach Mutilate or Hemorrhage, and a Thousand Cuts build cannot also reach Mutilate or Blade Flurry.
That does not make Rogue hybrids weak. It means the strongest hybrid decisions usually happen just below one of those 21-point secondary thresholds. The calculator is useful for seeing exactly how much utility, Hit, Crit, Energy support, control, or weapon specialization can be collected without losing the primary capstone.
31-Point Rogue Capstone vs 21-Point Secondary Talent
Rogue hybrid builds are heavily shaped by the 51-point level-60 limit. Venom, Adrenaline Rush, and Thousand Cuts each need a 31-point commitment, leaving only 20 points outside the main tree.
- Venom is the deep Assassination finisher built around stronger Poison damage and application.
- Adrenaline Rush is the deep Combat Energy-regeneration cooldown.
- Thousand Cuts is the deep Subtlety talent that turns Rupture ticks into cheaper Hemorrhage or Backstab casts.
- Taking any one of them leaves 20 points for every secondary-tree talent combined.
- Mutilate requires a 21-point Assassination commitment when its own talent point is counted.
- Blade Flurry is a 21-point Combat milestone.
- Hemorrhage is a 21-point Subtlety milestone.
- 31 + 21 = 52, so a capstone and one of these secondary milestones cannot fit together in a normal 51-point build.
How Rogue Hybrid Talent Builds Work
Rogue hybrids are built around resource efficiency and specific mechanics rather than evenly dividing points between trees. Early talents in one specialization can directly improve the signature ability of another.
Assassination PvE is a good example. The main tree reaches Venom and Mutilate, while Combat contributes Precision and Puncturing Wounds and Subtlety contributes Opportunity. Those secondary points are useful because they improve Hit, dagger attacks, and the actual builders used by the Assassination rotation.
Combat takes the opposite approach. Its level-60 theorycraft reaches Adrenaline Rush and the full sustained weapon package, then uses Assassination for Malice, Ruthlessness, Relentless Strikes, Slice and Dice support, and Lethality.
Deep Subtlety uses Assassination support for Crit, Combo Point efficiency, finishers, and Lethality while spending the majority of its budget on the Hemorrhage and Rupture package. Its PvP version goes slightly deeper into Subtlety for additional control while still collecting Cold Blood support from Assassination.
The correct secondary tree is therefore the one that improves the actual damage or control loop the build intends to use. A few efficient support points can be more valuable than reaching a deeper talent whose mechanic does not match the Rogue’s weapons or rotation.
How to Plan a WoW Forever Rogue Talent Build
Start with the Rogue playstyle and weapon package the build is trying to create, then trace the required Combo Point, Energy, Poison, bleed, control, and cooldown interactions before spending filler points.
WoW Forever Rogue Talents vs Classic WoW
Classic Rogue builds remain useful reference points, but they should not be copied point-for-point into WoW Forever. The three familiar trees remain, while several of the mechanics that determine how they play have changed.
Assassination gains an actual Poison-focused progression through Mutilate and Venom. Mutilate creates faster Combo Point generation and explicitly rewards Poisoned targets, while Venom gives the Rogue a finisher dedicated to increasing Poison damage and application chance.
Combat replaces narrow weapon specializations with Hack and Slash and can now use one-handed axes. Instead of committing talent points to a weapon family that becomes useless after an upgrade, the same talent changes its benefit according to the weapon currently equipped.
Subtlety receives the biggest PvE identity change. Hemorrhage now increases the Rogue’s own Rupture damage rather than applying the old generic physical-damage charges, while Thousand Cuts turns Rupture ticks into cheaper Hemorrhage and Backstab casts.
Combo Point persistence during target switching is another class-wide quality-of-life change. Interrupting or controlling another enemy no longer automatically destroys all progress toward a finisher on the original target.
For that reason, an old Classic `31/20/0`, `21/8/22`, or similar numerical allocation does not guarantee the same gameplay in Forever. Identify the Poison, weapon, bleed, Stealth, or control mechanic the old build was trying to achieve and reconstruct that idea using the current tree.
Planning Rogue Talents During the WoW Forever Beta
The current Rogue talent trees are still beta data. Talent ranks, positions, prerequisites, weapon interactions, Poison tuning, Energy costs, and final level-60 performance can change as World of Warcraft: Forever testing continues.
Rogue is particularly sensitive to those changes because several builds depend on exact breakpoints. Moving Mutilate, Blade Flurry, Hemorrhage, Venom, Adrenaline Rush, or Thousand Cuts by a single row can change whether an entire hybrid setup still fits inside the 51-point budget.
The Leveling presets in this calculator are built for the current level-20 beta bracket and use the 11 talent points available at that level. PvE and PvP presets represent the latest level-60 theorycraft from our Rogue guides and should be treated as planning snapshots rather than final launch meta builds.
Use the calculator to answer the structural questions first: which damage engine defines the build, what weapon does it require, how does it generate and spend Energy and Combo Points, and which secondary-tree tools still fit around its main breakpoint? Final PvE rankings, Poison optimization, weapon rankings, and PvP builds should then be revisited as beta tuning develops.
