Best Retribution Paladin Talent Builds in WoW Forever
There is no confirmed level-60 Retribution meta yet. The current beta lets you test the early Seal, Judgement, and Holy Strike gameplay, while deeper talents such as Vengeance, Champion of the Light, and Twist of Light still need endgame testing. The builds below separate the current starter setup from later PvE and PvP theorycraft.
Retribution Paladin Leveling Build
Build status: Recommended Starter Build. At the current level-20 beta cap, use a 2/0/9 setup with 2/2 Improved Holy Strike in Holy, then 5/5 Deflection, 2/2 Improved Judgement, and 2/5 Conviction in Retribution.
Improved Holy Strike gives you a more active damage button, while Deflection adds Parry for safer solo pulls and can trigger Parry Haste for a faster next melee swing. Improved Judgement shortens the gap between Judgements, and Conviction begins adding the Critical Strike chance that later Retribution talents reward.
If you prefer to unlock Seal of Command immediately at level 20, an alternative 0/0/11 route can stay completely inside Retribution. The 2/0/9 setup is the better general starter for testing Holy Strike and solo leveling now.
Choose any WoW Forever leveling range up to 60 and skip part of the questing and travel grind.

Build status: Community Build, Level 60 theorycraft. The 10/8/33 setup combines deep Retribution with Holy and Protection support. Retribution reaches Twist of Light while taking Sanctified Judgement, Seal of Command, Sacred Arbiter, Crusade, Two-Handed Weapon Specialization, Vengeance, Champion of the Light, and Instrument of Law.
The Holy points add Improved Holy Strike, Divine Strength, and Improved Seals. Protection supplies 3/3 Precision for Hit. The result is built around keeping Judgement effects active, using Holy Strike to refresh them through Sacred Arbiter, and managing Seal swaps once Twist of Light becomes available.
This is a useful raid and dungeon theorycraft direction, not a confirmed level-60 DPS build. Final boss Hit requirements, gear distribution, and sustained Mana performance still need live testing.

Build status: Community Build, PvP-oriented Level 60 theorycraft. The 0/12/39 setup keeps more points in Retribution for Repentance, Pursuit of Justice, Eye for an Eye, Vengeance, Instrument of Law, and Twist of Light. Protection adds Precision, Guardian’s Favor, and Sacred Duty.
The build is designed around control and short damage windows. Hammer of Justice and Repentance create opportunities to pressure a target, Pursuit of Justice helps with one of Ret’s main weaknesses against kiting, and Sacred Duty improves Stamina while reducing the cooldown of Divine Shield.

Retribution Paladin has only three race choices in the current Forever data: Human and Dwarf for Alliance, and Undead for Horde. Each offers a different advantage, so weapon choice and PvP utility matter more than picking one universal winner.

Human is especially attractive when you have a strong sword because Sword Specialization gives 2% Critical Strike chance to spells and abilities. Dwarf gets 1% Crit with maces, Stoneform, and extra damage against Beasts. Undead is the only Horde Paladin option and brings Will of the Forsaken, Touch of the Grave, and a version of Cannibalize that restores both Health and Mana.

Blacksmithing and Mining are the simplest pair if you want to support your own gear progression. Alchemy and Herbalism make more sense if you care about reducing downtime while leveling, while Engineering remains the utility-focused choice for PvP.
Retribution Paladin Stat Priority in WoW Forever
For current solo leveling, use Weapon Damage > Hit > Crit > Stamina > Spirit > Intellect > Strength > Agility > Spell Power as a practical level-20 priority.
This changes in group content where survival and recovery matter less. A dungeon-oriented order is closer to Weapon Damage > Hit > Crit > Strength > Agility > Spell Power > Intellect > Stamina > Spirit.
Weapon Damage matters because both your melee attacks and Holy Strike scale with your weapon. Hit prevents missed swings and abilities, while Crit becomes increasingly important as deeper Retribution builds gain Vengeance.
What Gear Should Retribution Paladin Use in WoW Forever?
Prioritize a strong two-handed weapon. The weapon’s actual damage is more important than its rarity, especially while leveling. Once Seal of Command becomes part of your build, a strong two-hander also feeds its weapon-based Holy damage.
Paladins begin in Mail and gain Plate at level 40. Do not copy an old Classic Pre-BiS list directly into Forever. Dungeon drops, set bonuses, unified Hit and Crit, and new item effects change how upgrades should be judged. Compare the item you actually have against your current weapon, damage stats, Mana needs, and content.
Retribution Paladin Rotation and Ability Priority
The current beta already shows the foundation of Retribution gameplay: keep a Seal active, use Judgement and Holy Strike without wasting Mana, and use Paladin utility when it prevents downtime. Consecration is trained later, so the level-20 loop remains mostly single-target.

Is The Seal Twisting Still A Thing In Wow Forever?
Twist of Light officially introduces Seal twisting into the talent tree, allowing your next attack to apply the effect of the Seal you just replaced. But we still don’t know if you can seal twist manually without the talent taken. If this is the case you actually will have an opportunity to take Holy Shock in Holy tree which can be a real gameplay changer! We will keep you updated when tests are done.
Best Legacy Talents for Retribution Paladin
For leveling, Well Rested and Talented remain useful first choices. Well Rested improves rested experience, while Talented lets you access talent points earlier during the journey without increasing the final 51-point limit.
Bountiful Harvest is useful if you choose Mining, while For Great Honor fits a character that will spend significant time in PvP. Paladins can also benefit from general food and recovery Legacy perks because both Health and Mana downtime matter while leveling. At launch, each character can spend up to 16 Legacy Points.
What Changed for Retribution Paladin in WoW Forever?
Retribution receives one of the larger Paladin reworks in Forever. Holy Strike gives the spec an active melee attack from low level, Judgement no longer removes your active Seal, and deeper talents address Mana sustain, Holy damage scaling, and Seal swapping. Ret still keeps its traditional weaknesses: limited mobility, no normal melee interrupt, and a Mana bar that must be managed.
